The Inspector General of Government has instructed Justice Elizabeth Kabanda of the High Court to refund 290,000 shillings which she allegedly failed to pay her bodyguard and driver as allowances after receiving the money on their behalf.
A report by IGG indicates that the judge did not remit the money to her assistants after conducting criminal sessions in Mpigi and Mubende.
According to the IGG’s investigation report dated February 23rd, It is alleged that when the duo escorted the Justice Kabanda to Mpigi High court in September 2016 and Mubende High Court in January 2017, the judge did not remit to them their allowances comprising night allowance, transport refund, up-country travel, leave, supervision and settlement allowances.
Justice Kabanda was also asked to pay back 340,000 shillings which was irregularly paid to her for extra days she did not work for.
Justice Kabanda has petitioned the Constitutional Court challenging the IGG's powers to investigate a judicial officer like her.
Whereas disciplinary cases according to the judicial service act are investigated by the Judicial service commission, the IGG maintains she has jurisdiction.
