The outspoken minister says the poor work ethic of many Ugandans will fail the ambitious plan to turn Uganda into a middle income country by 2020

Justice and Constitutional Affairs Minister Kahinda  Otafiire says it is impossible for the country to achieve a middle-income status by 2020.

The goal of achieving a middle income status by 2020 is contained in the National Development Plan and has for long been President Museveni’s rallying call. But Otafiire’s comments sharply contradict the president’s ambition plan.

Otafiire is known for speaking his mind and ruffling feathers along the way. The outspoken minister says the poor work ethic of many Ugandans will fail the ambitious plan.

The minister was speaking in Mbale at the opening of the regional office of the Uganda Registration Services Bureau.

The retired Major General also took a swipe at leaders who he described as having no regrets about leading poor people. He accused  African leaders of failing to turn their natural resources into a source of wealth for their people.
