Does the 2017/2018 budget benefit the poor?

Development analysts are citing loopholes in the 2017/2018 budget expected to be read by the Finance Minister Matia Kasaija on Thursday saying it might not be very beneficial to Uganda's poor.

They argue that excess borrowing by government to finance its ambitious projects will likely affect the poor. They propose that the priority should be social sectors targeting the rural poor like roads for easy access to markets for the farmers.
