The Ministry of Education recently embarked on a countrywide exercise to close down private schools that do not meet the minimum standards. However, there are government aided schools that are operating, but do not meet the standards.

The Ministry of Education is currently closing down schools operating without licences, do not have qualified teachers, operate in poor structures and or generally do not meet the other stipulated minimum standards.Hundreds of schools around the country have been closed since the beginning of the academic year in February.

However, Namisindwa,  a new district carved out of Manafwa, is facing a big challenge as many of the government aided primary schools are in a sorry state.A bigger percentage of the government-aided primary schools in the district have semi-permanent structures, which are in a state of near-collapse.

An abrupt visit to Busiru primary in Bukokha Sub County, which has a population of over 800 pupils shocked the minister for housing Dr Chris Baryomunsi who could not believe the conditions under which the pupils have to study. The poor state of the schools has led to poor performance of the district in national examinations.

Busiru Primary School is a perfect example of this, where out of the 57 pupils who sat for PLE last year only TWO passed in division II, THREE in Division III and the rest failed.

Namisindwa LCV Chairperson George William Wopuwa attributed the sorry state of the schools to limited funding from the government. The parents feel disappointed and worried about the future of their children and they are wondering where to take their children especially now that the rainy season has began.

The leaders of the Troop Contributing Countries have described as unrealistic any attempts to withdraw their troops under the African Union Mission in Somalia or (AMISOM) by 2020 despite a resolution by the UN Security Council.

Leaders of the Trooping Contributing Countries of Uganda, Somalia, Djibouti, Kenya, Burundi and Ethiopia convened a meeting in Kampala to review their operations under AMISOM.

In their meeting, the leaders instead urged the UN Security Council to restore AMISOM to previous troop levels and stay any further reductions.

The leaders contend that the situation in Somalia remains fragile and any withdraw would give the Al- Shabab militants a chance to regain their lost territories from the Somali National Army.

In a joint communique read by Uganda’s foreign Affairs Sam Kuteesa, the leaders unanimously agreed that the Al- Shabab militants still pose a threat to Somalia and its neighbours.Since September 2017 after the UN Security Council resolution, about 500 soldiers under Amisom had been withdrawn from Somalia with the entire contingent estimated to be above 2000 soldiers.

Whereas the immediate source of trouble is a recent staff reshuffle that Mr Tumusiime-Mutebile made within BoU, unnamed workers of BoU have pointed to what they call deeper problems regarding the management of the Central Bank.

On February 8, just a day after Mr Tumusiime-Mutebile announced the reshuffle within BoU, the group of workers petitioned the Board of BoU, the Inspector General of Government (IGG) and the parliamentary committee on Commissions, Statutory Authorities and State Enterprises (Cosase)

The petition reads: “The above changes were done outside the approved BoU HR policy and are influenced by a clique of people who claim to be working for State House to “clean up” the institution. Such irregularities have been happening for some time now and have caused a lot of demotivation and demoralisation of staff based on tribal and sectarian grounds. Staff productivity is at an all-time low and staff are leaving (sic) under fear and uncertainty.”
