By 6 AM, Police had surrounded Uganda House, which is the home of the both the Uganda Peoples Congress and the Milton Obote Foundation.

Both UPC and Milton Obote Foundation claim ownership of premium property and they both have different interpretations of their roles and responsibilities in relation to each other.

Jimmy Akena, the President of the Uganda Peoples Congress says the Milton Obote Foundation continues to collect funds from the building but does not in anyway help facilitate the UPC activities. 

Terence Oyepa, the General manager of Milton Obote Foundation, says the funds from the Uganda House run activities of the foundation.

The Foundation’s leaders have been accused of having plans to sell off Uganda House, which is one of the factors that have heightened the wrangles with UPC. The Foundation leadership has however denied these claims.

Police says the deployment at Uganda House was meant to avert any possible violence arising from attempts by supporters of UPC to prevent a planned General Meeting by the Milton Obote Foundation.

The meeting did not eventually take place as it was halted by a court injunction sought by Jimmy Akena.

However, the members of the Foundation say Akena has no right to challenge their activities because he was expelled from the foundation in October this year.

The fund will avail financing for projects and that are geared towards improving the lives of South Sudanese refugees and their host communities in norther Uganda.

The ESIA study which was conducted by UNRA between February and October this year highlights areas of concern such as speeding Vehicles likely to kill wildlife

The Environment Watchdog,  NEMA has given UNRA the green light to construct the proposed 698Km oil roads in the Albertine region. This is after the  Environmental and Social Impact Assessment study submitted by UNRA officials was approved.

The Deputy Executive Director of NEMA, Christine Akello, urged UNRA to comply with the conditions embedded in the certificate.

The ESIA study which was conducted by UNRA between February and October this year highlights areas of concern such as speeding Vehicles likely to kill wildlife.

The UNRA Environmental Specialist says they have a blueprint to mitigate any dangers. For instance, they plan to erect humps to control speeding Vehicles.

Akello warned of severe consequences to contractors who fail to comply with the conditions.

When UNRA commences the construction of the Oil roads in Jan 2018 it hopes to receive a loan from China Exim Bank amounting to 600mUSD for the works.

Buganda Road Grade one Magistrate Charles Yeteise has discontinued the hearing of a criminal case against the newly consecrated Evangelical Orthodox Bishop Jacinto Kibuuka in which he was accused of committing acts which wound or injure the feelings of Catholics. 

This was after the magistrate accepted a letter from the Director of Public Prosecutions in which he indicated that he is no longer interested in prosecuting Bishop Kibuuka.

However the complainant’s lawyer Jude Mbabali has vowed to appeal the ruling.

With only seven days left to the end end of a deadline given to government to increase salaries for doctors as agreed last month, The Uganda Medical Association says it is yet to receive any communication on the commitment of the government to meet the doctors’ demands.

The State Minister of Health for General Duties Sarah Opendi has asked the doctors to be patient.

Recently government also committed to providing drugs and other inputs that have been lacking in public hospitals around the country.

However, according to Dr. Obuku, only Kiruddu and Kawempe hospitals have received the supplies.

Intern doctors had also gone on strike and the ministry of health had pledged to pay them Shs. 940,000 as gross salary.

But, the president of medical interns Dr. Robert Lubega says some of the interns have not received the money, even as they wait for a pay rise from the government.

Dr. Obuku revealed that Uganda Medical Association has petitioned the National Security Minister Lt. Gen. Henry Tumukunde over the conduct of the Health Monitoring Unit under the ministry of health, which has been accused of harassing doctors.

It remains to be seen what Saturday’s special cabinet meeting will resolve on the issue of doctor’s remuneration and whether the doctors will accept what government places on the table.

This week, the Inspector General of Government Justice Irene Mulyagonja said that research conducted during the anti-corruption week last month indicates a huge rise in the level of the graft in local governments.

Countries across the globe are being urged to tighten the grip on bribes and government officials being warned to stay away from compromise.

Earlier this week, the Inspector General of Government Justice Irene Mulayagonja alongside other government entities held a press conference in Kampala, to share the findings from a study in selected districts.

In Lukaya, a town in Kalungu district, the residents admitted that they regularly paid bribes to the police to receive services while it was found that male inmates at Kiburara Prisons in Ibanda district who worked on farms were underpaid. Meanwhile, at the Deliverance Church of Uganda in Nsambya which celebrating 50 years today, the overseer Ps Edward Kiwanuka says that officials entrusted with public funds should be able to deliver.Uganda scored 25 points out of 100 on the 2016 corruption perceptions index reported by Transparency International.

Residents of Mwero - Mulanda sub-county in Tororo district have petitioned the Commission of inquiry into land matters headed by Justice Catherine Bamugemereire, over a threat of eviction from the land on which they are living.

This could come from the fact that Hima Cement Limited was granted a mineral exploration license covering over five thousand acres surrounding Mwero rock in Tororo. 

Mwero rock in Mulanda sub-county in Tororo district is at the center of a conflict between the locals and Hima Cement Limited.

The conflict results from a mineral exploration license that was granted by the ministry of energy and mineral development in September this year.

The communities occupying 14 villages around Mwero rock fear they could be evicted.

The residents today petitioned the commission of inquiry on land matters, seeking an order to restrain Hima cement from evicting them. They informed the commission during its hearings in Mbale, that the mineral exploration exercise is being done hurriedly, without the knowledge of the communities, or the king of the Adhola.Commissioner Robert Ssebunya advised them to resist the eviction until proper procedures that ensure that they will be compensated and resettled, are followed. It is still not clear which minerals the soil in Mwero contains.The locals argue that this area has well-established institutions which they hold dear.They also informed the commission that the company took advantage of their ignorance.Justice Bamugemereire and the commissioners have promised to mediate between Hima Cement and the locals.

This follows incidents of cattle raids by the Toposa of South Sudan and the Turkana of Kenya against the disarmed Karamajong in Uganda.

The EU says such attacks are a threat to the security and development of the region. 

The Karamoja subregion is undergoing some infrastructural development because of the relative peace resulting from the disarmament programme in the region.

About 40,000 guns have been forcefully removed from the Karamojong by the UPDF since 2007 when the disarmament operations intensified.

However, this relative peace is currently under threat from the constant raids by the armed Toposa from South Sudan and Turkana from Kenya who raids the Karamajong. 

In turn, some Karamajong has started re-arming themselves as a means of self-defense. 

During a recent visit to Karamoja, a team of European Union ambassadors to Uganda tasked the East African Heads of State to come up with a joint strategy on handling the challenge of disarmament. 

However, the minister for Karamoja affairs John Byabagambi faulted the authorities in Kenya for going against the several ordinances signed to enforce the disarmament process

 Now the EU is concerned that the uncertain security situation is likely to retard the development of the Karamoja sub-region, where it intends to invest of 80 million US dollars from 2018.

This sometimes annoys road users who have to sit for long periods waiting for the traffic officer to let them go.

For some drivers it can feel like the decision on how long motorists are kept waiting, or how long traffic on a specific lane is allowed to flow, are arbitrary decisions made on the whims of the traffic officers.

 

However, the spokesperson of the Traffic Directorate, Charles Ssebambulidde, says the decisions made by traffic officers at these intersections are made made based on a good understanding of the traffic flow and they should be respected.

 

Ssebambulidde says the traffic officers continue to man traffic along Jinja road and Entebbe Road because these areas still have older traffic lights, which are not fully automated. But he says they only direct traffic during peak hours.

 

The traffic lights at places like Sir Apollo Kagwa road, Wandegeya, and Yusuf Lule road are modern traffic lights, which are fully automated hence their is no need for traffic officers to assist in directing traffic

 

Some of the road users we managed to catch up with, gave us their opinions on who directs the traffic better between the lights and the traffic officers.

 

Ssebambulidde believes that if all the junctions and intersections around Kampala had traffic lights, the issue traffic jams would be significantly reduced.

 

He has also called on road users especially boda-boda cyclists to respect traffic lights, where they have been left to operate without traffic officers.

During the Commemoration of the International day of Human Rights Defenders, several groups called upon government to provide more civil space while they are executing their duties.

As part of events to commemorate the International Human Rights Defenders day various Human Rights NGOs converged in Kampala this afternoon to discuss ways in which they can push for more civic space and freedom to carry out their operations.

 

The civil society organizations pointed out that they were undergoing significant pressure and intimidation in the course of doing their work.

 

According to the Uganda Human Rights Commission, rampant strikes in the country have led to different kinds of human rights violations.

 

As the commission calls for the naming and shaming of human rights violators, the human rights defenders are demanding for the prosecution of rights violators, especially police officers.

 

Since the adoption of the UN Declaration on Human Rights Defenders in 1998, several mechanisms have been developed internationally to protect the work of Human rights defenders.

However, in Uganda, these organizations still need various support mechanisms to continue to safely and effectively carry out their work.
