Lord Mayor Lukwago blamed over KCCA budget cuts as councillors meet President Museveni

The councillor also informed President Museveni of the need to have Uganda Revenue Authority take over tax collection in Kampala and leave KCCA to ensure service delivery.

On Wednesday, 228 councillors from Kampala’s five divisions travelled to president Museveni’s farmer in Kisozi in Gomba district with the intention of learning how to farm.

 

Today, NTV sought to learn what transpired in the meeting, and we talked to the Kyambogo university representative at KCCA, Bruhan Byaruhanga.

 

Byaruhanga revealed that the strained relationship between the President and the Lord Mayor Erias Lukwago featured in their discussions.

 

He says this has stalled service delivery in the city and caused cuts in the KCCA budget.

Lukwago feels his position as an opposition leader is the reason he is being blamed.

The councillor also informed President Museveni of the need to have Uganda Revenue Authority take over tax collection in Kampala and leave KCCA to ensure service delivery.

This the Lord Mayor says is a trick being employed by the government to trim powers of politically elected leaders.

 

It had been believed that the meeting between the city councillors and the President was intended to pave way for the amendment of the KCCA  Act but Byaruhanga says this was never discussed. He, however, adds that it is high time the amendment is done. Lukwago also has his views on this.

 

This was the second time city councillors are meeting the president to discuss various issues.

The first was at the statehouse in Entebbe in November 2016.
