Maj. Gen. Elwelu made the remarks at Gulu 4th Division UPDF Barracks during a function at which Brig. Emmanuel Kanyesigye who was the Commanding officer of the Military Police Unit was officially handed the reins of the 4th division from the predecessor Col. Akiki Rugadya.
